There aren't that many interesting games for JP market yet, but also let's put this into perspective.
There are over half a million consoles in circulation in Japan. Let's say there are 100 times more shops with similar numbers of consoles that you saw, so 2400 consoles. That's still under 0.5% of consoles, so is it that news worthy? It could even be just broken consoles that were returned and refurbished.
