So that's what a system seller is.  

I thought it was something that was an incentive for someone to buy a system, thus from a store's point of view to be "selling systems", thus "System Seller."

But I see now that I missed that part of the definition.  But who came up with such a definition?  

Comon sense came up with that definition if not you could claim that every game is a system seller.
