That very much depends on your definition of hard. FE is much harder on a pure gameplay basis because you can't grind and deaths are permanent. Unlike a lot of other games, you can't just go out and grind levels so that a difficult battle becomes easy, in FE it stays hard.

Its difficult and unforgiving and that makes it much more difficult than what I've heard of Disgaea.
