PSP and DS by far. Not enough true blooded flagship JRPGs on Vita or 3DS yet IMO other than a couple titles. I haven't dug into Vita yet, but I'm going to stick my neck out and say Y's on Vita is probably the crown RPG title on that platform right now if you prefer traditional dragons and airships and crystals type RPGs (also FF X now, Persona, Disgaea, and a few other really niche sub genre games).
Bravely Default, Pokemon, Etrian Odyssey, Kingdom Hearts, Fire Emblem, Shin Megami Tensei, Tales of the Abyss, etc, probably has Vita edged out right now for 3DS.
But PSP and DS? Where do I start. I probably have well over 50 unique JRPGs for EACH. They are gold mines if you are a SNES/PS1 kid like I am. Screw Xbox 360 and PS3, PSP and DS unanimously won the 7th gen console war for me.
PSN makes a ton of PSP/PS1/PS2 RPGs available for Vita if we aren't talking next gen but for the purposes of buying a new system I assume playing Wild Arms in 320x240 isn't specifically why you would buy a Vita.
I love my DS RPGs so much (Radiant Historia I'm lookin at you) that I specifically sought out a DSi XL to play large screen in the native pixel resolution without having to stretch or letterbox on the 3DS XL. I also run all my pre 480p component 16 and 32 bit consoles in RGBS on a Sony PVM-20M4U CRT too so I'm picky like that.
