Yep, it's one of the most obvious victims not only of the divergence of Western and Japanese gaming tastes, but also of the move to big AAA development - western devs and publishers just aren't interested. If the Japanese industry hadn't had so many problems in Gen7 both technical and otherwise then they might have been able to cover this across the board, but not with the sort of games they're currently making.

A standalone FF or KH could still help generate something of a turnaround but it's always going to be niche. Still t least it punches above it's weight I feel in terms of SW sales

Yes, these Japan numbers at least will make sure that the handheld still gets support and I'm enjoying these eastern titles (specially Soul Sacrifice, Persona and Gravity Rush) while I know that on PS3 (and PS4) I will get the best of western games, so it's a win/win situation. If things remain like that, we will still have another good thing coming: more handhelds. It's no secret that in the west the smartphone are killing handhelds, but if Japan remains buying these devices maybe we can hope to have more handheld generations ahead.

I know, though I haven't had much time to play it recently I love my Vita as well. However, I'm not sure about  the future of handhelds - mobile is rising significantly in Japan as well, even the 3DS isn't immune, and if you look in one of the Japan-sales threads you'll see it's beginning a fairly steep decline year on year. Now it may well be saturation, but I think mobile is shrinking the potential number of people to sell handhelds to and there's a question mark over whether the market will be big enough to support 2 platforms in Gen9
