I don't have it so I don't fully understand but reading th comments i'm under the impression that once you let the account run out you lose the game. do you you gt them back when you renew or is all chance of playing it lost?

You get them back if/when you resub. You don't even have to download the games completely when they become a part of the IGC. You could just hit "download" and that makes them tied to your account as "purchased", and you could go and download them later, even if they aren't on the IGC anymore
