Sort of. If Ocarina of Time released today, it wouldn't have a 99 on Metacritic. As an example, that basically means Twilight Princess is better than Ocarina of Time to critics, since it got a 96 on Metacritic with higher standards for games and more reviews.
Still, that doesn't keep their classic games from being great.
