That would completely defeat the point in 1st party games. They are intended to give incentive to people to choose their console over a competitor, putting them on PC would kinda make that void.
For example many people buy an Xbox specifically for when Halo comes out, likewise with GT on PS. If they put them on PC they give those people an option that involves not purchasing the console itself, which is counter productive. Even several years later people go and buy a 360 for Halo 3 (and halo 4 ontop of that now).
