Putting heavy restrictions on guns will always have a positive effect. I don't think anyone has a right to own a gun, like I don't think anyone has the right to own anthrax. Someone did a stupid mistake when founding the country so everyone has to live with it now.

Sure because Chicago is a closed entity and it totally doesn't matter that you can get a gun anywhere else. Singular local gun restrictions don't do shit. Especially not in a country with such a gun culture. I've read up on the laws and they are still less restrictive than other countries.

The mindset has to change as well. Which will probably not happen anytime soon. The USA can change but it will take a lot of time. Gun regulation is one part of the process.
