I guess it´s as close as it gets to an official price cut by MS.

There is maybe a real (hidden) price cut from MS (on top of the free game of course) but MS don't want people to know there is an official price cut.

Because they know an official price cut would not be good for XB1 image. (Second price cut in fact after the first hidden price cut with the free game Forza or Titanfall)

It's just a theory.
