I suppose to lock it they would need to use double or tripple buffering, which adds to the input lag. In a 30fps game that can be 67-100ms of additional lag, if they buffer up to 3 frames, but if they buffer less the 30 will be less consistent.

They are using triple buffering. That's why you never see any screen tearing. Almost all PS4 games have triple buffering. The problem with triple buffering is that you need a lot of fast ram but PS4 has a 100% unified fast pool of memory so no problem for this console. Also triple buffering does need more GPU grunt too.
The unlocking does improve input lag, even if your game is running at 35fps it's better than 30fps.

It's introducing motion judder though, it would be perfect to do what GG did in KZ SF, give the player the option to choose whether they prefer better input lag and leave the framerate unlocked, or decrease the motion judder and use v-sync to lock the framerate at 30fps.
KZ didn't have it at first as well, it was patched later on, so I hope inFamous will have it patched as well.
