I looked at some of the videos.  Galaxy Rangers seems pretty good for a kids' show, and I like outer space as much as the next guy, but I doubt I'd give anything in my current list the boot for it.  SilverHawks is frankly too silly a premise judging by what I can see in the intro, and Thundercats ... well, no. 

Gargoyles was one of my favorite shows, but again, I don't know what I'd take off the current list in favor of it. 

I'd be willing to listen to arguments for Fairly OddParents, though.  I suppose Teen Titans would have to go?

I think the two Avalon arcs put Gargoyles above X-Men and Superman, so at least 7th. The shows above that place are too different to make a good comparison or just better (Batman TAS). That way there will be no battle between Superman and Spiderman supporters.

I've watched 1-2 seasons of Teen Titans recently (thanks, crappy spanish TVs for not buying the entire show!) and despite the differences I think Fairly OddParents is better, but can't we get rid of the Powerpuff Girls instead?

TMNT is the weakest show in the 80's cartoons, IMO. Silverhawks is silly, but Transformers isn't? . It has better animation, epic 80's music and it's not like Transformers has an uber complex plot.
