No, it's just like that one $100 coupon on the Microsoft store for XB1 (that got fixed pretty fast), it's a promotion from a site not really centered on gaming. In the modern era 'just-in-time' inventory makes for much fewer cases of discounted titles overall on the first run, and almost never in terms of pre-order.
If you're old enough, you might remember the messy supply situation games used to have. I remember seeing some retailers that ordered too much of Super Mario 3, or Final Fantasy II, and eventually seeing them with $9.99 clearance stickers on them. Certainly not bad games in any way, but inventory/supply logistics fail for that store, and for the old way of doing things altogether.
Unless we find out something earth shattering, the game will probably be an 8.5/10 kind of well received title that will be $59 at most retailers for a typically long period of time.
