No, this makes no sense. The dev has to agree to putting a game on sale. Valve doesn't just say "SCREW OTHERS DEVZ!" 

Your arguments here, further makes no sense. So you're telling me that if you were a dev, you'd keep your game at $60, what, forever? If a game isn't selling for $60 anymore, you lower the price. It's simply demand. If people don't want your product, you lower the price to make people want it more. Say your gamee s currently selling for $30. Only one or two people are buying it a day now. Steam puts it on sale for $5, and 1000's of people buy it while it's on sale for a day or two. That makes a nice little boost to the profit margin. You're not making as much per game sold, but you're making more overall. Devs literally always report higher profits during the huge blowout sales.
