In theory that makes sense except for the fact that the game has already been in development for years and wouldnt make sense to scrap it and start over just because the install base isnt there. Also when u think about it Zelda is a rather consistant seller despite install base.

So even on an install base of 15 million its very likely Zelda can still sell 3-5 million.
