Killzone does a lot of things to save power when making its 1920X1080 image, but it's still a 1920X1080 image. I'd put it in the same boat as The Order. For XBONE vs PS4 topics both games are sub 1080p, but when just talking about games themselves they are both 1080p.
3D is a limitation of the system itself. 3D 1080p 60fps is not currently possible. Saying 720p 3D games count in this discussion is comparable to saying 720p remote play games on Vita.tv count. You're free to think that both of them do, but I don't.
This gets into the fact that resolution is not as simple as it used to be. Same goes for framerate. Not all pixels and frames are the same. Need for speed and battlefield for example I believe only render a black and white image at full resolution. The full color render is done at a fourth the res and is scaled using the other image. That 720p render on BF4 XBONE is not directly comparable to the 792p render in Titanfall, yet most people assume it is. With this gen advertized resolutions are pretty much just buzz words.
