Given Xb one can't hold 60fps at 792p it's not surprising that 360 version couldn't manage 60fps at sub 720p.
Because the minimum specs for PC are very low there will be a lot of 360 owners who will buy the game for the PC they already own simply because they don't want to spend the money to get Xb one just yet, and they don;t want to wait for 2 weeks to buy the worst of the 3 versions. But also, lots of people will buy the 360 version because it's the console they have right now. I know one 360/PC owner who bought the game on PC, and is waiting for Halo to jump to the new generation.
