Most likely, but he could also be refering to the Kart fusion thing in Mario Kart Arcade. :L

Just talking about the bullet. Don't get the big deal on blue shells since you can escape the flying version with mushrooms but escaping the ground one seems unlikely unless there is a power up that can negate that and I don't know of one.
