twesterm's got it right
a rating system works for sites like leenks which has a rating system for content where you either give it a plus 1 or a minus 1 and theres a total number derived from that which details how good the content is in everyones eyes. it works because there are no users its strictly content rating like that video clip was funny or not funny, that flash game was good or sucked.
