Well I'm sure some people will at least have bike generators and the like to charge batteries of some sort.

You'd sure have to be one "rich" bastard to be able to afford electricity to waste on videogaming though.

In a world mostly prolific with food but devolved otherwise, videogames become what we fight over instead... quite plausible, in fact.

Humanity sure is consistent in fighting over stuff, at least.
