Let everyone know how credible VGChartz is

Does anyone know how Digg decides what goes in the Hot in "This Topic" column on the right side of the Upcoming pages? The article has 10 diggs and isnt on the list, but some articles have 6 Diggs and are on the list. A little weird to me. =\
