I get the impression that when they started the project they didn't even know PS4/Bone would be launching when they did.
And with their focus on 60fps over modern sexy lighting etc, having a simpler engine serves their purposes.
If they weren't aiming for a higher graphical standard, which would compete for the same hardware resources as FPS, why bother?
Optimization for the hardware to get more performance has nothing do with whether they use a nextgen DX11/12 feature set engine,
and saving money on a cheaper, older engine is money that can go other aspects of developing the game.
