I am gonna tell you why:
1080p + blurry shitty FXAA has the same perceived image quality for many people than 720p + 2xMSAA (previous COD were using 2xMSAA).
It's simple, really, it's just about perceived resolution of texture. You take a 1080p texture, you blur the shit out of it with FXAA and it will give you (at best) a 720p perceived texture resolution.
