Tetris was bundled with every original GameBoy. Wii Play did only sell because it was the only way to get a controller in the start of the generation and it was only $10 more.

Also wasn't aware you couldn't buy the Plus add-on without Wii Sports Resort. I thought that was the only one to get the add-on when it launched.
