Xbox fans are nervous. The almighty cloud-power was a dud, so they resort to tech speculations and are hoping for a secret sauce as savior.
Just use logic: if the big forward thinking plan of MSFT and AMD was DX12 from the beginning... where does the mantle-piece (pun intended) fit in the puzzle. Why did AMD waste millions of dollars on mantle, if the same improvements also come a few months later from their buddies at MSFT?

I was mostly sarcastic... I thought that was clear using the same buzzwords and phrasing as true_fan
The Xbox One seems to be a good console and I will probably get it in 2015 or 2016 for exclusives. But I don't think that DX12-enhancements will considerably narrow the performance gap between PS4 and XBO since the XBO-DX11 is already a low-level-API. I even hope that I am wrong with that estimate... stronger competition is good for both consoles in the long run.
