Nothing to do with "how hard it is to manufacture".
Everything to do with manufacturing capacity (both final assembly and for sub-assemblies/components).
Basically the same reason why Sony can't just increase the PS4 production rate at the snap of a finger.
If you didn't contract for additional assembly capacity, or sub-assembly component volume,
then those contractors will have contracted for some other unrelated client/job,
because waiting around with no work HOPING Sony might call to increase their order volume at a later time just isn't a viable business strategy.
Setting up manufacturing capacity for a specific product also may involve capitol investments that must be made before hand.
