KH1.5 has KH1, Chains of Memories, and special summary of 358/2 Days (2 games if you don't want to count 358/2). KH2.5 has KH2, Birth By Sleep, and Re:coded. That's 5 games. Not sure on what they're doing with Re:coded, it may get a similar treatment to 358/2 because it's terrible. Even if you don't count re:coded, it has 4 games (equal number but far surpassed in importance and quality), and the two worst games in the series are at represented in some form.
The whole reason budgets are so high is because you need larger development teams over a longer period of time. So, you're suggesting adding a different team to redevelop the game to be downported to a console that doesn't sell 3rd party software. Seems like a giant waste of budget. People who like Japanese RPGs will buy a PS4 if they want console JRPGs. PS3 got 80%+ of the JRPGs last gen, it's only going to be worse this generation (although the quantity will likely be lower as console gaming declines).
