I would say that any of the countries in UN's security council are super powers since they can basically end any voting in UN only with its vote.

You mean any of the 5 permanent members.  Still that doesn't make them a superpower.  

Yea, exactly. When was the last time France was even a relevant super power? I feel they kept the French there just cuz they'll start crying and bitching like a little boy that didn't get the they he wanted from a store. They're better off staying quiet with their toy.
