While the Taliban to me are like communist insurgents, they thrive off everyone's economic hardship. So if anything, just stop the war. Fund the building of better infrastructure and factories. Similar to Japan after ww2. 

 It's funny how much of a colonialist view you have there. There are plenty of countries that have been warless that haven't fully developed, often because a lot of areas within countries don't want to "develop".

 

Outside that.... You can't fund infrastructure and factories until you have security.  That should be basic common sense.

and the Afghan forces aren't capable of creating that needed security.
