The chinese people who own Wii's have bought modchipped japanese consoles from dodgy games stores, just like they do with ps3's and wii's, then they buy games for around 7 to 10 rmb ($1 to $1.50). I think more chinese people would buy them if they were in chinese, other than japanese, but the real games will just not sell there.

The piracy there is so thick, that REAL PC games cost around 70rmb (about $10) yes these are real, not fake.

P.S. i have an unmodified Wii from Australia - most annoying thing about that is SMASH BROS BRAWL ISN' HERE YET!!!!

 Exactly tibore, but that isn't a huge problem for Nintendo since they make profit on every wii sold.
