theres alot of legitimate illness's out there that lack awareness...

Such as someone mentioned Tourette's, which causes involuntary 'twitches' so to speak. I used to work with a guy who had a mild version of this who would randomly making a barking noise. There is a girl who I work with now who has a similar condition, though she doesnt make noise she is unable to remain still and constantly twitches (a bit like she received a small electric shock every few seconds)

Having watched various programs on these kind of issues my first thought if a person was doing as you say would be he cant help it and there is probably an underlining condition causing it. It may be a distraction to others watching the movie, but its not his fault and I do believe in equality, treating others with dignity, and if he wants to go watch a movie and cant help doing that thats his right which I fully support.
