well, i have about 100 on my ps3 right now. ..obviously more than i can play at one. but even though i'm "done" with LBP 2 i really like that i can go back to it at a moments notice. also, the download list for ps3 is a fucking mess. i have over 2000 things flagged in there making it next to impossible to find that 1 game i want to redownload. as it stands, if it isn't on my harddrive it bascially doesn't exist. that's kind of okay when i have 100 games on my ps3. ..but if i can only fit 20 on my ps4 that's much less acceptable.

I can understand that but 20 is a bit on the low end. I think games with more than 40GB space will be the exception rather than the norm.
If you are that concerned you should definitely upgrade right away since all install data will be lost when you upgrade the drive(unless they change the process). You can't really do anythng though other than buying the biggest drive available.
You can only hope that they will upgrade the firmware to the point where you might be able to compress older games so that they don't take up that much space or even be able to connect an external drive.
