I think he was talking about games like COD, Bayoneta, RdR and others that performed really bad last generation on the PS3, when we know that the hardware was capable of doing better.

If the hardware was capable of doing more, it was the fault of the devs for not putting enough effort on their work, which is the contrary of what he says "Some gamers would rather point to a developer for creating a game with shoddy performance in lieu of assessing their current hardware setup." which is a way to say "do not point the dev for the performance of the game, just look at the hardware."
