Not to devalue achievements of Norway or Slovenia, but people will you ever forget total population argument? The same discussion I had with German guys during London Olympics. It's fallacy for the most part.
With that logic China should have beat us all combined, if you want to find a correlation between population and achievments -- look at team sizes. I'm not sure about Norway, but looking at US and Russia teams, I'd say smth under 200 athletes -- the team size you'd expect from one of the Winter Olympics leaders.
