It's not that simple. Consoles have finite resources for which the game is optimized.
720p60 and 1080p30 require a very different set of resources.

1080p, you need 2.25x the memory for all graphics buffers plus better textures.
60fps, you need twice the temporal resolution for all animations and physics.
720p, you need to be more careful with fine detail to avoid aliasing and moire patterns
30fps, you need to adjust for input lag

You can get more out of the hardware optimizing for one set of parameters, that's why consoles can squeeze more performance out of the same hardware than a comparable pc port. Plus all environments and moving assets are fine tuned for best performance. Fine tuning for different resolutions and frame rates is double the amount of work.

Adding a v-sync option is fine, no extra work. Double/triple buffering options already require different memory management as well as different AA solutions.

I wouldn't mind to have the option to turn certain effects off though. I can live without dof and motion blur. As long as they are not there to hide the low detail background and textures.
