Could also be that there are quite a few PS4/PSV indie titles being developed which would also push the Vita tally ahead for platforms you intend to release your next game on.
Vita development does make more sense than 3DS development to smaller companies for multi format releases though as the hardware is more in line with home systems meaning less extra resources are needed to complete the port.
