This would be due to programming error when developing the PS4 version.
While one console is easier to program for than another it does not mean that mistakes can't be made while programming one console that are avoided on another.
If two people score an 90% and a 60% on a test that does not mean the person scoring 60% did not get a question right the person scoring 90% got wrong.
Strider also was nowhere near to tapping the power of either the Xbox One or the PS4 like games such as Metal Gear Solid and Thief do while at 1080p.
