I'm not normally one to defend police brutality, but...
The movie rules aren't the one cops actually use. If the cop thinks a suspect is about to use lethal force (that includes a drawn gun or even charging with a knife), they are expected to use lethal force to stop the suspect. Cops aren't even supposed to draw their weapon unless they are planning to shoot somebody dead.
The error in judgement was that the cop mistook a toy for a lethal weapon. Her response was correct to how she was trained.
