She was probably on high alarm coming to a house of a man who violated his probation. When you see someone opening the door with a gun in his hands you don't have the time to say hands up before you are dead. I guess she didn't aim at the chest either.
To her it looked like a life threatening situation. The situation could've also ended in "Officer shot at doorstep".
I really don't want to defend the officer but it obviously was an accident, the reasons for which don't lie in the situation but the US's gun culture. I don't think in any other country in the world would a suspect opening a door with a gun in his hands be so likely as in the US.
If you demand respect or gratitude for your volunteer work, you're doing volunteering wrong.
