I think it will do fairly well, with half decent Vita sales in Japan lately consumers will like the fact the PS4 and Vita go hand in hand. As for Xbone, I wouldn't even bother releasing it there.
The 3DS install base in Japan must be approaching something of a saturation point, but games like Monster Hunter 4 will sell like hot cakes.
