There's a reason Sakurai isn't putting every model of Link in the game, it's because that's a waste of time when you have to delegate your resources appropriately.

Alt costumes would be great, if they have the time to implement them. If they don't have the time, they aren't going to put in months of overtime to put five times as many unique character models in the game, each with a half-dozen different pallete swaps. That's an insane amount of work.

DLC is fine, if it's appropriately priced. You're talking about selling costume packs for at least $5 per model, with four different models for one character. So let me get this straight. If I'm a big Zelda fan who can't control his spending, not only am I paying $60 for the game, I'm paying an additional $20 just to have all of the different alternate costumes for Link, bringing the total price of the game to $80. And if I buy all of the Zelda and Ganondorf alternate costumes, I've doubled the original cost of the game.

Let's not stop there! Brawl had 40 characters! Assuming the new game has the same number (though it's likely to have more), we're looking at $800 worth of DLC... represented entirely by alternate costumes. Man, what a great value!

I suppose Nintendo could make really shitty, 25¢ figurines or something. But those Pokemon Rumble U figures already weren't so hot, and they cost $4.

The shame of adding more content to an already complete game is that the developers putting the work in to make that additional content could instead be working on future projects.
