1. There are more PS2 dev kits at development studios than Wii dev kits making costs far cheaper and resources more abundant.
2. PS2 development is now second nature to most developers.
3. A game built for the Wii would have to be reworked to work on the PS2 but a PS2 game ported to Wii just needs new controls.
