The Locust took over the entire planet, to the point where there are literally a few thousand humans left. And they didn't even have to do it from space 
I didn't like Resistance all that much, but the Chimera are cool. I'd still say Locust, though because of the Boomers, Berserkers, RAAM, that evil lady who talks to them, Corpsers, and of course, the Brumaks XD
