Anyone who expect a handheld with three years in the market to sell exactely the same every year is just delusional.
3DS sales are fine. It will have eventual boosts during the year with a few major releases and, while the 2014 game lineup won´t be as stellar as last year, there´s some interesting stuff coming.
The market is smaller right now, so there´s no point in comparing it with the DS or PSP, simply because NO device of the 8th generation will sell as good as its predecessor. Every device will be down.
