This is false. Those games are set to "wait" by default. Where it waits for you to input your attack whenever your meter fills up.

You still die if you do nothing, hence "turns" aren't really turns since everyone can act when their meter has been filled.

That isn't true with ATB. It literally waits for you to input a command, no ATB meters fills (your party or enemy) until you finish selecting your command.
