It doesn't have to. Better tools, drivers and memory management mean it becomes easier for the developer to get the performance out of the system. I believe gamers view everything as a fanboy war between the 2 consoles but instead the developer wants to deliver a game where they get all the features they want for both without compromise. This is what the developer is talking about not the X1 magically become more powerful than the PS4.
