I think Ubisoft wants to see how Nintendo is doing following Mario Kart and Bayonetta then strategize shipments/marketing of Watch Dogs on Wii U based on that. If either sell really well in a short period (Especially Bayonetta), they may choose to add some last-minute touches to improve the game. But I don't think either Ubisoft or Nintendo want Bayonetta and Watch Dogs go head-to-head at the same time the Wii U 'adult' gamer. There's not too much to spread for the Wii U, but you have to spread it somehow.
