No, I think it's just Microsoft knowing there is no point in releasing the x1 there with a million units or something. They know demand will be minimal, so they will release it with minimal numbers. There's no point in over saturation. They know this, and it won't create artificial demand either, at least I don't think it will. Microsoft is just being realistic..... Now if only they would make a kinect less unit for a lower price, I may get one...
