Really? how well would they have sold? If we look at the sales for N64 and GC for this kind of software it pales in comparison to the other systems. Im not saying they flopped but even most GC games ended doing worst than xbox ones despite having similar user bases. Its not about if the game will sell but HOW much. This is RS, Take2 and GTA we are talking about not some niche thing. THey are used to their games selling millions, not million. millions, per PLATFORM. at full or close to full price. Would GTA do those kinds of numbers on Ninty home consoles? Doubt it. Dont even know why you brought up N64 as the GTA series was still very much PC related and this was way before it was even a mainstream series. Barely made it to PS1. GC sure it would have done ok, but RS expects more than ok and lets be real with that install base it wasnt coming close to PS2 numbers.
Now one could make an argument that it isnt fair and that RS should be happy to get whatever they can get on a Ninty platform. but life isnt fair anyway.
