At the time when the 360 came out, it had a slew of JRPGs Lost Odyssey, Tales of Vesperia, Star Ocean, Magna Carta 2, Infinite Undiscovery and more that the PS3 did not have. But still the Japanese audience did not buy into the 360. MS did try at first, but then gave up after seeing their efforts fail.

The PS3 didn't have any games that the 360 didn't have?

At the time many of those games came out in Japan, they were only available on 360 and not on PS3. So MS did give incentive for the Japanese gamers to pick up the 360.
